List qualification types and their data schemas

Returns each qualification type (tertiary, subject, work_experience) and the JSON Schema its data object is validated against on submission. schema.properties lists every allowed field with its type and, where applicable, its permitted enum values. Fields whose type is array (e.g. tertiary’s subjects) are relational, so supply them as nested qualifications, not inside data.
