Delete a catalogue specialisation

Removes the specialisation, its curriculum tree and every external id recorded against it.

Programs that reference it KEEP their entry. It simply reads as resolved: false from then on, because the program still lists the Major or Minor even though we no longer hold it. Deleting those entries instead would silently rewrite curricula nobody edited.
