Attach a draft container tree to a program or specialisation

Attaches a draft container tree to a program or specialisation, stamping the owner onto the root and every container beneath it.

Only a draft ROOT can be attached. A container with a parent already belongs to its parent’s curriculum, and an already-attached tree is rejected rather than moved, because relocating a live curriculum wholesale isn’t something to do by accident.

Supply exactly one owner: programCode+programYear or specialisationCode+specialisationYear.
