Delete a catalogue subject

Removes the subject from the institution’s catalogue, along with every external id recorded against it, which frees those ids for another subject. 404 if there is no such subject.

This touches the CATALOGUE only: a subject’s membership of a program is held separately, so program structures and submitted applications are unaffected.
