Get a program's curriculum structure

The program’s curriculum as a nested tree of containers, each with its requirement (creditPoints = the UOC that must be taken from it), its entries, and its child containers.

Container ids are what the add/remove-subject endpoints take. dynamicRules carries the handbook’s wildcard requirements (“any General Education subject”) for display. They are not evaluated.

DRAFT containers are hidden unless you pass includeDrafts=true.
